At Ruck Excavating, safety is not a checklist item, it is how we plan every job from the first site visit through to final cleanup. Torrance Ruck is personally responsible for the health and safety of every operation, every person on site, and every property in the surrounding area. That responsibility does not get delegated.
We operate with a complete Occupational Health and Safety Manual, an Environmental Management Policy, an Emergency Response Plan, and an Environmental Objectives and Audit Program. These documents are reviewed annually, signed by the owner, and applied on every project. This is not paperwork we file and forget. It is the way we run our operation.
BC One Call utility locates are completed on every single dig, a minimum of three business days before ground disturbance, with no exceptions. Our WCB registration is current, our liability insurance is current, and our safety documentation is available to any client, general contractor, or project owner who requires it.

Occupational Health & Safety Manual
A complete 18-section OHS manual covering hazard identification, PPE requirements, equipment inspection, excavation and trenching safety, working near utilities, rock breaking procedures, land clearing safety, slope and unstable ground procedures, incident reporting, and emergency response. Effective April 28, 2026. Annual review April 2027.
Environmental Management Policy
Establishes minimum standards for environmental risk assessment, spill prevention and response, erosion and sediment control, waste disposal, equipment maintenance, and regulatory compliance across all Ruck Excavating operations. Compliant with the Environmental Management Act (BC), Fisheries Act (Canada), and all applicable municipal bylaws. Effective April 28, 2026.
Emergency Response Plan
Site-specific emergency procedures covering personal injury, equipment fire, wildfire, fuel and hydraulic spills, utility strikes, and weather emergencies. Emergency contact numbers posted in all equipment. Procedures reviewed and signed by Torrance Ruck. Effective April 28, 2026.
Environmental Objectives & Audit Program
Annual environmental audit program with documented objectives covering fuel consumption and emissions, spill prevention, erosion control, waste disposal, and regulatory compliance. Anti-idling policy enforced on all equipment. Annual audit completed by December 31 each year. Effective April 28, 2026.
Supplier & Subcontractor Environmental Policy
All subcontractors and suppliers engaged by Ruck Excavating are required to hold valid WCB registration, carry adequate general liability insurance, hold applicable trade licences, and comply with all environmental regulations on site. Pre-engagement verification is completed before any subcontractor begins work.
Anti-Bribery, Anti-Corruption & Data Privacy
Ruck Excavating does not offer, give, solicit, or accept bribes, kickbacks, or improper payments. All client and project data is handled in compliance with PIPEDA and applicable Canadian privacy legislation. Personal data is not sold or shared with third parties without consent. Effective April 28, 2026.
On Every Site
Non-Negotiables
BC One Call. Every Dig.
Utility locates are completed a minimum of three business days before any ground disturbance on every single project. No exceptions, no shortcuts, regardless of how simple the dig looks.
Pre-Use Equipment Inspection
All equipment is inspected before use on every working day. No equipment with active fluid leaks is operated on site. Hydraulic hoses are inspected before each use and replaced when wear is detected.
Spill Kit On Every Job
Absorbent spill kit materials are carried on all equipment and in the service truck at all times. Equipment is fueled on stable, level ground away from watercourses and storm drains.
Hazard Assessment Before Work Begins
Every site is assessed for hazards before equipment is mobilized. Watercourses, unstable ground, overhead power lines, adjacent structures, and access conditions are all reviewed and planned for.
PPE Enforced At All Times
Hard hat, high-visibility vest, steel-toed boots, and applicable PPE are required on all Ruck Excavating job sites. All visitors and subcontractors are subject to the same standard.
Incident Reporting
All incidents, near misses, and dangerous occurrences are recorded and investigated. Serious incidents are reported to WorkSafeBC within 24 hours as required. Corrective action is taken before work resumes.
